He agrees with me that it is best that the Ordinance should

remain in force and be worked with discretien at any rate

until there are real grounds for believing that it inflicta

an injury on the shipping interests of the Coleny.

In these circumstances I again beg

that His Majesty may not be advised to exercise his powers

of disallowance with regard to it.

In reply to the 3rd. paragraph of

Mr. Lyttelton's Despatch under reply, I think that now that

arrangements have been made for enquiries by the Manager

of the Sailors' Home and the Chaplain of that home and of

the Seamen's Mission before a man is arrested as a vagrant

for committal to the House of Detention there is no fear

of a man being sent to that House who is a fit object for

charity and if charitably supported he will not become

chargeable to the Colony and there will thus be no claim

against the Master of the Ship on which he was brought to

Hongkong.
